Right now, Android is the best option for Java (although it doesn't *run* Java, but rather changes the code to Dalvik), you do code on Java and many libraries are available through the SDK and using Eclipse. So to answer your question, get a Nexus one, a T-mobile G1, or any Android-powered phone.
