it literally means that the phone in question supports four bands of frequency, which enables the person to use the phone to roam between different countries. i've known people who are traveling on a cruise, or to say, europe, to purchase one because they don't want to pay international roaming charges to their celluar provider. i can tell you that in most cases, the phone WILL work, however, your cell phone provider can not guarantee that the phone will perform all the functions you need. for instance, your text messaging may not work, or your data (i.e. internet) and in some cases, a simple phone call. i'm a customer care manager for at&t, and we get a lot of calls from customers who have attempted to use one because their phone has broken and for various reasons, found it cheaper to use.
