If Libbie's can ban hands free phone discussions while driving, can they ban "in car" conversations?

It seems to be an emotional issue. I wrote the question about "hands free phone discussions", which are very much like having a conversation with another person in your car while you drive. If the passenger is in the back seat, does the government say "if we see you talking while driving, you'll be punished"?
You little sweeties who can't keep the phone off their ears will now experience what liberal big brothers can do. They will ban talking period while driving. Don't think they can't make the car kill all phone calls if they want to and they do know what is best for you.
