Can a T-mobile cell phone turn on when it is not activated?

I just got a brand new T-mobile Nokia 6010 cell phone and it won't turn on. It is not activated either. However there is a little sumbol in the corner that lets me know it is charging. Is it broken or do I have to wait till I get it activatred or it to turn on?

I don't mean to make you sound "silly" but, do you realize that the power button is on the top of the phone? It's just in a weird spot and needs to be held in for a few seconds for the phone to power on...

(Activated or not, you can still power it on.)
